Situation in Haiti
- At least 108 Haitians suspected of being gang members were killed between 19 and 21 November by vigilante groups. Many of these killings are carried out by police officers. The victims are often mutilated, stoned, decapitated, or burned or buried alive.
- Clashes between law enforcement and heavily armed gang members resumed on 26 November in several areas, including Carrefour Aéroport, Delmas 17, 19, 30, and part of Delmas 29.
- There were shootings in several neighbourhoods of Port-au-Prince, including Lalue, Nazon, Carrefour de l’aéroport, Tabarre 27, and Drouillard on 2 December, following confrontations between police officers and gang members.
- The Gran Grif gang invaded Coutang in the Arbonite department, resulting in three deaths, six injuries, and significant property damage on 27 November.
- An armed attack in Petro, in the commune of Léogâne, at the end of November left at least 14 people dead and several others injured. The attack is believed to have been carried out by members of an armed gang operating in Rivière Froide, Carrefour.
- Four alleged gang members were killed during a police operation in Kenscoff on 23 November. Two firearms were seized during the operation.
- Human Rights Watch urges the international community and Haiti’s government to take action in relation to the increase of sexual violence in Haiti. Gang members are reportedly expanding their use of sexual violence as a weapon to instill fear in rival territories.
- Survivors of sexual violence face severe barriers to accessing essential services, including healthcare and justice, due to a lack of resources, operational health facilities, and a largely ineffective judicial system, leaving many victims without support and suffering from the impunity.
- The closure of MSF-operated centres in November 2024 has further exacerbated survivors’ access to care services.
- 40,000 people, 21,000 of which are children, have been displaced in the last two weeks due to the surge in violence in Port-au-Prince.
- The Executive Director of The La Paix University Hospital in Delmas 33 reported that the facility treated 90 gunshot injury cases between 11 and 26 November.
- 19 new sites for displaced persons in Port-au-Prince lack adequate shelter, leaving minors and babies exposed to harsh conditions.
- Residents of Pont Soné protested in Saint-Marc on 22 November, demanding the dismantling of the Grand Grif gang, expressing frustration over the lack of police action two months after the massacre of 3 October in which at least 115 people died.
- The demonstrators announced plans for civil disobedience if their demands were not met, highlighting ongoing frustrations with the government’s inability to address the ongoing insecurity. Leaders of the Police and MSS assured that they would soon carry out operations in Savien.
- Pétion-ville municipal authorities have banned large public gatherings to enhance security measures. Mayor Kesner Normal justified this decision by stating the need to remain alert to gang attacks and not to hinder the operations of law enforcement.
- The road connecting Cap-Haïtien to the rest of the country has been nearly impassable for two weeks due to a landslide, complicating travel and transport in the area.
- Heavily armed bandits reportedly set up a toll booth near Carrefour Marin on 26 November, extorting money from each vehicle, private or public transport, for the right of passage.
- The General Directorate of Migration (DGM) reported that 1,712 Haitians, including 354 minors, were deported by the Dominican Republic between 25 and 28 November. The DGM emphasized that all minors were deported with their parents.
Situation on the Transitional Presidential Council (CPT)
- The three members of the Transitional Presidential Council (CPT) accused of corruption, Louis Gérald Gilles, Emmanuel Vertilaire and Smith Augustin, have been summoned by the judge investigating the corruption case.
- Despite pressure from both inside and outside Haiti for the three members of the council to be removed, sources from within the council have stated that there are no legal provisions for removing them.
Situation on the Multinational Security Support (MSS) mission
- The MSS mission raided the house of gang leader “Barbecue” in Port-au-Prince, who escaped before the team arrived. The raid resulted in a heavy humanitarian toll, with many people displaced.
- The Haitian Police has announced that they will reinforce their presence in Tabarre, Port-au-Prince, from 2 December due to repeated targeting of the area by gang members.
International situation
- French President Macron called Haiti’s leaders “morons,” blaming them for the country’s struggles with gang violence and drug trafficking, sparking outrage. Haiti summoned France’s ambassador to protest. Macron later softened his tone, pledging €4 million to help restore security in Haiti.
- UN officials have highlighted the severe crisis in Haiti, noting that children are disproportionately affected, with a 70% increase in the recruitment of children by gangs in the past year, and 1.5 million children having lost access to education and healthcare.
- The UN has evacuated non-essential personnel from Haiti due to escalating gang violence. Despite the risks, UN humanitarian organisations are committed to remaining in Haiti to help the most vulnerable amidst the crisis.
